Broad St., Richmond, VA 23219, 804-786-2451 Project objective. Evaluate the Hampton Roads ATIS in accordance with FHWA guidelines Project abstract. In accordance with the guidelines of FHWA and the Transportation Equity Act of the 21st Century, TEA-21, each ITS project is required is required to undertake a self-evaluation. This project develops an evaluation plan and performs the subsequent evaluation for the Hampton Roads ATIS project. The evaluation strategy contains the project description, evaluation goals and objectives, and measures of effectiveness (MOE's) that will be considered. Hypotheses will be developed for the (MOE's) to provide an outline for the test plans to be implemented. Specific operational related goals addressed are safety, mobility, customer satisfaction, and environment. In addition, the folowing additional goals from the evaluation guidelines will be addressed: lessons learned from institutional issues, lessons learned in the technical field, lessons learned in innovative financing, and cost-benefit analysis. Tasks. 1) Develop test plans. 2) Collect and analyze data. 3) Prepare evaluation reports. Milestones. This is an ongoing project. The project will develop and complete annual evaluation plans as warranted throughout the 5 year life of the deployment. Student involvement. Two full-effort GRAs will be utilized throughout the project. Budget. $280,000 Relationship to other research projects. This project will be carried out in conjunction with the Evaluation Conference (Dr. Brien Benson, George Mason) and other center ITS evaluation efforts. Technology transfer. Papers in professional journals. Potential benefits. Acceptance of ITS is being hampered by the absence of agreed-upon methods and standards of evaluation.
