BUTTON EDITS SPECIAL ISSUE OF JOURNAL OF TRANSPORT ECONOMICS AND POLICY
Dr.
Button's September 2005 issue, "The Economics of Full Cost Recovery in Transport"
includes a particularly timely set of papers given the financial state of AMTRAK,
the numerous bankruptcies of airlines, and the problems of funding road investment
as the revenues from gasoline taxes decline. Special Edition papers, from experts
around the world, cover such topics as charging for rail systems in Europe, paying
for the fixed costs of roads, paying for the specialized infrastructure airports
require to handle the new generation of large aircraft, experiences with local
financial support for small airport, and ways in which subsidies could be better
used to cover the full costs of bus operations. ROGER
STOUGH'S NEW BOOK EXAMINES TRANSPORT AND SUSTAINABILITY
| Barriers
to Sustainable Transport, edited by TPOL's Roger Stough and Piet Rietveld,
presents an international perspective on the impacts of institutional and regulatory
systems on transport, travel behavior, and sustainability. Issues of particular
interest include: private/public cooperation in transport infrastructure, contributions
of physical planning, provision of parking spaces, deregulation of the aviation
sector, consequences of reducing trade barriers, and green logistics. The book
is published by Spon Press and can be ordered
online. | |
TPOL REPORT STUDIES
CURRENT GOVERNMENT TRANSPORTATION MANAGEMENT
Government
Transportation Policy Review, by TPOL scholar Jonathan Gifford, analyzes government
transportation management policies and identifies opportunities to improve efficiency.
The GSA-commissioned study looks at transport activities in a variety of federal
agencies, describes the diverse set of transportation requirements for each agency,
and recommends areas for possible improvement-- including the benefits and drawbacks
of e-commerce, procurement methods, and new metrics for government. TPOL
SCHOLARS AUTHOR NEW BOOKS FOR TRANSPORTATION PROFESSIONALS Ken
Button's Wings Across Europe: Towards an Efficient European Air Transport System
examines the air transport sector's institutional underpinnings to determine if
the current structure provides a sustainable basis for continued vitality. Air
transport is the fastest growing mode of transport for passengers and freight
and is expected to play a significant role in Europe's future economic development
and political integration. (more about the book

| Handbook
of Transport Geography and Spatial Systems, edited by Ken Button, Kingsley Haynes,
David Hensher and Peter Stopher,
offers readers a
clear and comprehensive look at the new transport geography -- spatial system
technologies that bring geography and transport management and analysis together.
As the boundaries between transportation and communication blur, spatial system
technologies, GPS, GIS, mobility, real-time data system integration offer tremendous
opportunities for system mobility and management. (more

TEAM, KEN BUTTON AND HENRY VEGA, PUBLISH STUDY RECOMMENDING SWEEPING CHANGES IN
AIR TRANSPORTION TAXATION The
Taxation of Air Transportation suggests the current U.S. aviation tax structure
is causing measurable harm to the national economy. A more rational federal aviation
tax regime
in
scope, scale, and structure
would
be far more likely to stimulate growth and employment in key sectors closely tied
to air services. Changes are also likely to generate additional tax revenue for
the General Fund of the Treasury as the growth of "ripple" industries
accelerates.

DIRECTOR CELEBRATES NINTH YEAR AS EDITOR-IN-CHIEF OF TWO LEADING TRANSPORTATION
JOURNALS Dr.
Kenneth Button this summer celebrates his ninth year as Editor-in-Chief of
the Journal of Air Transport Management, an Elsevier/Pergamon publication that
is the leading journal in its field. Air Transport Management provides an international
forum for both scholars and practitioners, with a focus on current issues. The
journal covers all major sectors of the industry: airlines, airports, and associated
infrastructure such as air traffic control. Primary circulation is electronic
subscriptions by research libraries, and circulation is best measured by annual
download of articles, which this past year totaled an impressive 42,000. The journal
plans to increase its page length by roughly ten percent next year.
Dr.
Button has also just completed his ninth year as Editor-in-Chief of Transportation
Research Part D: Transport and Environment, another Elsevier/Pergamon publication
that is the premier journal in its field. Dr. Button was founding editor of Transport
Research Part D, which includes studies covering the full range of environmental
impact studies and policy responses. For example, papers range in coverage from
the local effects of traffic on individuals, through urban and regional effects
of transportation networks on the environment, to global implications of natural
resource depletion and atmospheric pollution. Transportation Research Part D sales
are typically library electronic subscriptions, and article downloads last year
totaled 36,000. The journal plans to expand its size by ten percent next year.

Jonathan L Gifford In
his book, public policy Associate Professor Jonathan L. Gifford reassesses American
highway and transit policy, which for the last half-century has been fixated on
the Interstate highway system and its aftermath. The Interstate fostered suburbanization,
first of housing, then retail shopping, then employment. It also revolutionized
freight logistics, creating the tightly integrated, flexible and efficient supply
chains characteristic of modern industry. More Scroll
